About this opportunity

The City of Leesburg, Florida has issued a Request for Proposal (RFP 26-003-HG) seeking a qualified licensed vendor to provide exclusive alcoholic beverage services for the annual Leesburg Bikefest, a three-day motorcycle and music festival held during the last full weekend of April in downtown Leesburg. The procurement targets a vendor who will manage all aspects of beer, wine, and alcoholic beverage sales, including providing necessary labor, equipment, sales items, permits, and materials for operating beverage stands during the event. The successful proposer will have full responsibility for setting up and tearing down equipment, managing sales locations, and ensuring trained staff are available to serve an anticipated 70,000 to 100,000 attendees. The RFP will use a 100-point evaluation system that considers company information, experience in alcoholic beverage services, financial compensation proposal, and required documentation. Proposals are due by 11:00 p.m. on November 12, 2025, with an award recommendation expected by November 21, 2025. The initial contract period is three years, with potential for one additional three-year renewal, and will include a profit-sharing compensation model where the vendor and City will negotiate a revenue split percentage of gross sales after accounting for sales tax and credit card fees.

The RFP does not specify any specific set-aside designations or restrictions for disadvantaged enterprises. The vendor must possess appropriate licenses, insurance, and certifications, with specific requirements including comprehensive insurance coverage such as Commercial General Liability with a minimum of $1,000,000 per occurrence. While no incumbent vendor is mentioned, the City seeks a vendor with proven experience in managing large-scale beverage service operations. The financial structure includes a profit-sharing arrangement designed to offset event costs, though specific total revenue potential is not explicitly stated in the documents. The vendor will be required to submit detailed sales reports and recommendations following the event, indicating the City's interest in a comprehensive and transparent service relationship. Insurance and licensing requirements suggest the need for a sophisticated, professionally managed operation capable of handling a high-volume event with significant logistical complexity.
