About this opportunity

The City of Green Bay, Wisconsin, Parks, Recreation, and Forestry Department is seeking a qualified vendor to provide alcoholic beverage concessionaire services at the Bay Beach Wildlife Sanctuary (BBWLS) Banquet Facility through a Request for Quote (RFQ). The primary objective is to secure a vendor capable of serving beverages at special events for groups up to 250 attendees, with a comprehensive service offering that includes beer, wine, champagne, and liquor. Vendors must possess a Class B (combination) on-premise liquor license, demonstrate a minimum of three years of catering and beverage service experience, and provide three current references. The RFQ was issued on March 9, 2020, with a pre-quotation meeting scheduled for March 16, 2020, at 9:30 AM at the facility. Written questions were due by March 12, 2020, and sealed quotations were required by 2:00 PM on March 23, 2020, at the Green Bay City Hall Purchasing Department. The initial contract term is two years, with options for three additional one-year renewals, and the city estimates 20-30 events in the first year of operation.

The procurement does not specify any specific set-aside designations or restrictions for disadvantaged enterprises. Vendors must submit pricing for three gross receipt tiers with a minimum commission rate of 10 percent and provide an hourly bar staff rate, which is waived for events generating over $300 in gross receipts. Insurance requirements are extensive, including general liability coverage of $1,000,000, business automobile coverage of $1,000,000, workers' compensation with $100,000 per accident limits, liquor liability coverage of $1,000,000, and umbrella liability coverage of $2,000,000. The selected vendor will receive exclusive rights to provide bar services at the BBWS licensed premises and must comply with all applicable state and local health codes. While a specific budget range is not explicitly stated, the vendor will be responsible for all equipment, staffing, and beverage-related expenses, with monthly payments due by the 15th of the following month and late payment penalties of 1.5 percent for overdue amounts. Award notification was projected for April 2, 2020, pending City Council approval on April 1, 2020.
