The City of Dallas is soliciting proposals for a five-year Indefinite Delivery/Indefinite Quantity alarm services agreement covering monitoring, installation, maintenance, and repairs across multiple city departments, with proposals due July 17, 2026 and a question submission deadline of July 5. The City has established a Small Business Enterprise (SBE) participation goal of 27.30% under its DRIVE policy, and contractors must demonstrate good faith efforts to meet this goal as a prerequisite for City Council award.
The scope encompasses 24/7/365 monitoring of fire and intrusion alarm systems at multiple city facilities, system installation and maintenance in accordance with the International Fire Code and National Fire Alarm and Signaling Code (NFPA 72), emergency response with a one-hour response time, and transition of all monitoring services within 45 calendar days of contract award. Contractors must hold a minimum of five years of experience in fire and intrusion alarm services, maintain current Texas Department of Insurance registration for fire detection device monitoring, and employ at least one Siemens Certified Service Technician on staff.
Pricing shall remain firm throughout the initial five-year contract term, with adjustments considered only at renewal or extension. A wage floor of $23.06 per hour applies to employees on general service contracts valued over $50,000, effective immediately upon contract execution.
Proposals are evaluated on experience (20 points), approach and methodology (25 points), cost and timeframe (30 points), local preference (5 points), and DRIVE plan participation (20 points). A pre-proposal conference was held June 30, 2026 via Microsoft Teams. The City reserves the right to reject any and all proposals and terminate the agreement with 30 days written notice.
