About this opportunity

Bend Park and Recreation District is requesting proposals for comprehensive alarm monitoring services covering security, fire, and panic alarm systems across nine District facilities, with proposals due August 6, 2026 at 2:00 PM Pacific Time. No set-asides or preference programs apply.

The scope encompasses 24-hour monitoring with alarm verification, dispatch, and reporting; annual testing and inspection services in accordance with NFPA 72 standards; on-call maintenance and repair services for control panels, detectors, and notification devices; and system component replacement and upgrades. The District reserves the right to add or remove facilities during the contract term. Proposers must currently provide alarm monitoring, testing, and on-call repair services and maintain Oregon CCB licensure, electrical, low-voltage, and fire alarm monitoring certifications. The monitoring center must have a minimum of five years of continuous 24/7 operation with backup and redundancy systems capable of monitoring through cellular, radio, or other approved backup communication methods.

The initial contract term runs from execution through September 1, 2029, with two optional one-year renewal terms available. Pricing must remain fixed for the three-year initial term. Minimum response times are four hours for emergency requests, 24 hours for critical system outages, and 48 hours for non-emergency requests. Proposals must include annual monitoring costs for each alarm type, annual testing services fees, hourly labor rates for standard and overtime work, trip charges, and material markups.

The evaluation committee will weight experience and qualifications at 30 points, key staff at 20 points, response and turn-around time at 10 points, and pricing at 40 points. Insurance coverage and references are evaluated on a pass/fail basis; references from public agencies of similar size or type are preferred. The District anticipates contract execution by September 1, 2026 and full service implementation by September 30, 2026. Proposals must be submitted on USB drive in PDF format (one original with pricing, one copy without pricing) and one printed original with one printed copy, not exceeding six single-sided or three double-sided pages with 11-point minimum font.
