The City of Alamo, Georgia is issuing a Request for Bids (RFB) for construction repairs to the Parade Fire Truck Building and City Hall, with the project partially funded through FEMA's Public Assistance Program. The procurement seeks sealed bids for comprehensive restoration work aimed at returning both structures to their pre-disaster design, function, and capacity within existing footprints. Work scope at City Hall (5 West Main Street) includes roofing, exterior wall coverings, electrical systems, interior finishes, flooring, and painting, while the Parade Fire Truck Building (South Pine Street & Highway 126) requires reconstruction with a new concrete foundation, wood walls with vinyl siding, metal roofing, electrical panel, and plywood doors. Bidders must submit sealed bids online through the DFS Procurement Portal at dfs.bonfirehub.com no later than Friday, May 15, 2026 at 9:00 A.M. EST; questions must be submitted through the Portal by May 11, 2026 at 5:00 P.M. Site visits may be arranged by contacting City Manager Jeff Floyd at 912-423-9341 during office hours. Bid opening and award will occur at the Alamo City Council meeting on Monday, May 18, 2026 at 6:00 P.M. at Alamo City Hall (7 West Main Street, Alamo, GA 30411). Contractors must complete all work within 60 days of award and demonstrate compliance with federal, state, and local laws; all unit pricing must be all-inclusive of removal, disposal, labor, equipment, materials, and contingency costs. Required qualifications include general and professional liability insurance ($2,000,000 aggregate/$1,000,000 per occurrence), comprehensive automobile liability ($1,000,000 per occurrence), worker's compensation coverage ($500,000 per occurrence), a 10 percent bid guarantee, and completion of eight mandatory certifications and declarations addressing non-collusion, lobbying compliance, debarment status, conflict of interest, drug-free workplace standards, and minority and women-owned business participation.
All bidders must comply with Georgia's E-Verify requirements under O.C.G.A. § 13-10-91(b)(1), registering with and actively using E-Verify throughout the entire contract period and ensuring all subcontractors provide compliant affidavits. The City requests both a base bid and an alternate bid option for metal exterior siding on the Parade Fire Truck Building as an alternative to vinyl siding. Contractors are responsible for obtaining all permits, inspections, and engineering approvals required by federal, state, and local codes, with payment contingent upon work completion, submission of before/after photos, quantity verification, and Fiscal Court approval. The RFB emphasizes affirmative steps for minority and women-owned business participation as part of the required certifications. No specific budget range or award value is published in the procurement documents; however, the project is partially funded through FEMA's Public Assistance Program. The City of Alamo reserves the right to accept or reject any or all bids and is an Equal Opportunity Employer.
