About this opportunity
The City of Watsonville Public Works & Utilities Department is requesting bids on the Airport Reservoir Rehabilitation Project (Project WA-26-14826), a welded-steel-tank rehabilitation, with bids due August 25, 2026 at 2:00 p.m. and a mandatory pre-bid meeting on August 5 at 10:00 a.m. at 51 Burchell Ave, Watsonville, California. Bidders must hold California Class A General Engineering Contractor licensure and comply with prevailing wage, workers' compensation insurance, and Project Labor Agreement requirements (applicable because the anticipated contract value exceeds $600,000 and will employ three or more crafts).

The engineer's estimate is $2.0 million. Base bid line items cover mobilization/demobilization, tank rehabilitation, roof repair, and lead removal safety planning, with revocable items for shell bottom repair, tank bottom repair, shell plate repair, and additional weld grinding and welding. Add alternates include exterior tank coating (42,000 square feet) and lead-bearing coating removal for the exterior.
Bidders must demonstrate experience through two comparable projects of equal or greater complexity with construction costs at least equal to the engineer's estimate, completed within the last seven years, plus five additional projects with costs at least one-half of the estimate, also within the last seven years. All contractors and subcontractors must register with the California Department of Industrial Relations for public works compliance.
Bid bonds of 10 percent of the bid amount are required, submitted either electronically through Surety 2000 or as a physical document. Contract documents are available through the City's OpenGov portal and multiple plan room websites; printed copies are available from Watsonville Blueprint. Award is anticipated within 45 calendar days after bid opening. The City will award to the lowest responsible bidder and reserves the right to reject any and all bids.
