About this opportunity

The Palm Beach County Department of Airports has issued a Request for Proposals to select up to three consulting firms to provide comprehensive airport planning consultant services on an as-needed basis for four county-owned airports: Palm Beach International Airport (PBI), North Palm Beach County General Aviation Airport (F45), Palm Beach County Park Airport (LNA), and Palm Beach County Glades Airport (PHK). The scope of services includes master planning, strategic planning, environmental planning, sustainability analysis, airfield assessments, terminal facility planning, landside transportation planning, environmental documentation, noise analysis, land use planning, financial planning, and technology implementation. Selected consultants will operate under a two-year continuing contract with three optional one-year renewal terms, with individual projects awarded through Consultant Service Authorizations (CSAs) negotiated on a task-by-task basis. The evaluation criteria for selection consists of ability and past performance (50 points in the short-list phase, 35 points in final selection), project approach and understanding (20 points in short-list phase, 35 points in final selection), and volume of previous work with the County (10 points). A non-mandatory pre-proposal conference is scheduled for May 27, 2026, at 2:00 PM in West Palm Beach, Florida, with proposals due by 3:00 PM on June 9, 2026. Consultants must maintain Commercial General Liability insurance of $5,000,000 and Professional Liability insurance of $5,000,000, and all team members proposed must remain unchanged after the proposal submission deadline.

A mandatory 15% Small Business Enterprise (SBE) participation goal applies to CSAs funded with local monies, though the County's Small Business Development Office may reduce or waive this requirement based on SBE availability. Disadvantaged Business Enterprise (DBE) firms are encouraged to participate, though no formal DBE goal has been established for this solicitation. Labor rates are structured as either fixed price/lump sum or time-charge/not-to-exceed arrangements, limited to actual hourly raw labor costs multiplied by an overhead and profit factor, with potential annual adjustments of up to three percent based on the Consumer Price Index. No minimum amount of professional services or guaranteed compensation has been specified; all compensation will be determined through individual task-order negotiations on a case-by-case basis. The contract may be funded through county operating budgets and may incorporate federal aviation funding sources such as Federal Aviation Administration grants. Respondents must comply with all state procurement laws, FDOT contract administration procedures, and technical specifications outlined in the RFP documentation.
