About this opportunity

The City of Lubbock is requesting proposals for Airport Hardware, Network Diagnostics, Repairs, Upgrades, and Cybersecurity Services at Lubbock Preston Smith International Airport, with proposals due August 6, 2026 at 2:00 p.m. Services must comply with Title 49 of the Code of Federal Regulations Part 1542 (Airport Security) and Transportation Security Administration requirements — the primary regulatory filter.

The scope includes network infrastructure diagnostics, hardware repairs and replacements, system upgrades, cybersecurity assessments, firewall monitoring, and continuous system surveillance. The contractor may coordinate with the airport's existing Security Access Control System vendor and airport staff. All contractor personnel involved in planning, design, diagnosis, and repair work must pass TSA background checks and obtain valid airport-issued identification badges.

The contract term is one year with four optional one-year renewals, automatically renewing unless either party provides 90-day written notice of termination. No specific volume, minimum, or maximum compensation is guaranteed. Pricing shall be submitted with separate hourly rates for planned network management and response, planned cybersecurity/firewall management and response, and emergency response services. Prices are guaranteed for six months upon City approval, with adjustments thereafter based on the Consumer Price Index or Product Price Index at the City's discretion.

Required insurance includes Commercial General Liability ($1,000,000), Automobile Liability ($1,000,000), Workers' Compensation (statutory), Cyber Liability ($2,000,000), and Technology Errors & Omissions Liability ($1,000,000).

Evaluation is weighted across five criteria: Experience and Qualifications (35 points), Technical Approach (25 points), Price Proposal (25 points), References (10 points), and Proposal Quality and Completeness (5 points). No pre-proposal meeting is scheduled. Sealed proposals are submitted electronically through the Bonfire portal or in hard copy to the City's Director of Purchasing and Contract Management.
