About this opportunity

Palm Beach County Department of Airports is requesting proposals for architectural, mechanical, electrical, structural, and landscape design consultant services on an as-needed basis across four county-owned airports, with proposals due July 22, 2026 at 3:00 p.m. and a non-mandatory pre-proposal conference on July 1 at 10:00 a.m. All proposers must obtain CCNA certification from the County's Engineering and Public Works Department prior to submission — a mandatory eligibility gate.

Up to three firms will be selected under a two-year continuing contract with three optional one-year renewals at the County's discretion. Services span vertical infrastructure design, investigative services (survey, geotechnical, mechanical, electrical, structural), construction administration, construction management and inspection, cost estimation, and extension-of-staff support across Palm Beach International Airport (PBI), North Palm Beach County General Aviation Airport (F45), Palm Beach County Park Airport (LNA), and Palm Beach County Glades Airport (PHK). Work will be provided through individual Consultant Service Authorizations (CSAs) with no minimum amount of compensation guaranteed.

A 20 percent Small Business Enterprise (SBE) participation goal applies to the total estimated dollar value of CSAs funded solely with local funds. Although no Disadvantaged Business Enterprise (DBE) goal has been established for this solicitation, all contracts remain subject to 49 CFR Part 26 and future amendments to remain eligible for federal funding. All proposers must submit a completed DBE Schedule 6A regardless.

Compensation is determined per individual CSA on either a fixed-price or time-charge (not-to-exceed) basis, with labor rates subject to audit, limited to actual hourly raw labor rates multiplied by an overhead and profit factor. Selected consultants must maintain commercial general liability, business automobile liability, and professional liability insurance of at least $5 million each.

Evaluation weighs firm qualifications and past performance (35 points short-list, 50 points final), project approach and understanding (35 points short-list, 20 points final), and volume of previous work awarded by the County over the past four years (10 points both stages). Questions are due July 13 at 3:00 p.m. to rfi@pbia.org. Standard Form 330 complete with all sections (A–H) and five verifiable references for similar work completed within the past ten years are required. Addendum No. 1 issued June 26 provides fillable forms and a Microsoft Teams link for virtual pre-proposal participation.
