About this opportunity
Palm Beach County Department of Airports is requesting proposals for architectural, mechanical, electrical, structural, and landscape design consultant services on an as-needed basis across four county-owned airports (Palm Beach International, North Palm Beach County General Aviation, Palm Beach County Park, and Palm Beach County Glades), with proposals due July 22, 2026 at 3:00 PM and a non-mandatory pre-proposal conference on July 1, 2026 at 10:00 AM.
Up to three firms will be selected under a continuing contract with an initial two-year term and three optional one-year renewals at the County's discretion. This is a qualifications-based solicitation; prospective firms must be CCNA certified by the County's Engineering and Public Works Department prior to proposal submission. A Small Business Enterprise goal of a minimum 20 percent applies to the total dollar value of Consultant Service Authorizations ineligible for federal or state funding. Disadvantaged Business Enterprise participation goals will be set for each Consultant Service Authorization eligible for federal or state funding, with goal type determined by funding source eligibility.
Scope includes vertical infrastructure design, investigative services (survey, geotechnical, mechanical, electrical, and structural), construction administration, construction management and inspection, cost estimation, and extension-of-staff support. All services must comply with Federal Aviation Administration, Florida Department of Transportation, and applicable federal, state, and local codes and regulations. The contract incorporates Palm Beach County's Resiliency and Sustainability Policy requiring compliance with sustainable building rating systems and consideration of the Southeast Florida Regional Climate Change Compact's Unified Sea Level Rise Projection.
Compensation will be on either a fixed-price/lump-sum or time-charge/not-to-exceed basis as specified in individual Consultant Service Authorizations. Labor rates are subject to audit and must not exceed overhead and profit factors outlined in contract exhibits, with up to 3% annual increases permitted if supported by Consumer Price Index data. No minimum amount of services or compensation is guaranteed. Selected consultants must maintain Commercial General Liability insurance of at least $5 million per occurrence and Professional Liability insurance of at least $5 million per claim. Questions are due July 13, 2026 at 3:00 PM. The short-list committee will evaluate based on firm qualifications and past performance (35 points), approach and understanding of County goals (35 points), and volume of previous work awarded by the County over the past four years (10 points), with the final selection committee allocating 50 points for qualifications and 20 points for approach.
