About this opportunity
The County of Accomack, Virginia is requesting proposals for professional architectural, engineering, and planning services for airport development projects at Accomack County Airport in Melfa, under RFP #346, with proposals due August 14, 2026 at 3:00 p.m. Services will be provided on an as-needed basis over five years in accordance with FAA Advisory Circular No. 150/5100-14E.
The scope encompasses design services for airside and landside paving, drainage, lighting, planning, and environmental work anticipated across the next five-year period. Proposals must comply with federal and state airport improvement program eligibility criteria. The selected firm will enter into a five-year agreement consisting of one initial year plus four optional one-year renewal terms, with engineering tasks assigned based on federal, state, and county funding appropriations.
Evaluation uses a 100-point scoring system with no price-based weighting: familiarity with local, state, and federal airport regulations and FAA Washington Airports District Office requirements (40 points); firm and staff experience with comparable airport engineering projects, with a minimum of three references provided (30 points); qualifications of the primary contact person for coordination (20 points); and proximity to the airport and capacity to commit staff for five years (10 points). A selection committee will rank qualified firms and negotiate with the highest-ranked firm at a price deemed fair and reasonable; negotiations proceed sequentially with lower-ranked firms if earlier negotiations fail.
All eligible work will be funded through federal and state grants. Contractors must comply with the Airport's Disadvantaged Business Enterprise Plan for projects exceeding $250,000. Proposals must not exceed 40 pages (front and back, including bid forms) and must avoid boilerplate or marketing content. Submit one original hard copy and one electronic copy to the County of Accomack Finance Department, Attn: Jessica Pawin. The County reserves the right to request clarifications, conduct interviews, reject all proposals, and will not reimburse offerors for preparation costs or travel expenses.
