About this opportunity
The City of LaFayette, Georgia is issuing a Request for Statements of Qualifications (RFQ) for professional on-call airport engineering and consulting services at Barwick-Lafayette Airport. This procurement seeks to establish a multi-year Master Agreement with a qualified aviation consulting firm to provide comprehensive engineering, architectural, and construction inspection/administration services for the Airport Capital Improvement Plan covering fiscal years 2027 through 2031. The scope of work encompasses project funding applications, design and engineering services, construction administration, bidding and negotiation, DBE program administration, and construction or rehabilitation of airfield infrastructure including drainage systems, pavements, lighting, buildings, roadways, fencing, security systems, and obstruction removal. Interested firms must submit four copies of a Statement of Qualifications not exceeding 25 pages on 8.5" x 11" paper in sealed envelopes marked "AIRPORT CONSULTING SERVICES RFQ 2026 - ENGINEERING" to LaFayette City Hall, 207 South Duke Street, LaFayette, Georgia 30728 by 4:00 P.M. on February 11, 2026. The RFQ was posted on January 8, 2026, with optional airport site visits available prior to submission. The Selection Committee will evaluate submissions based on firm qualifications, key personnel qualifications, relevant project experience, geographical location, client references, past performance, regulatory familiarity, workload capacity, and responsiveness to the RFQ, with interviews conducted at the Committee's discretion.
Responding firms must hold current pre-qualification from the Georgia Department of Transportation in Area Classes 2.09 Airport Design, 2.09b Airport Design - Electrical, and 8.02 Airport Construction Administration and Observation, and must be able to provide plans stamped by a licensed Georgia Professional Engineer. Certain task orders may be funded wholly or partially with Federal Aviation Administration grant funds, requiring compliance with 2 CFR Part 200, FAA Advisory Circular 150/5100-14, and applicable federal non-discrimination laws including Title VI of the Civil Rights Act of 1964 and the Americans with Disabilities Act. Disadvantaged Business Enterprise (DBE) utilization is required for federally funded projects exceeding $250,000, with a FY26 goal of 6.3% for certified Georgia Uniform Certification Program firms. Submissions should include team descriptions, organizational charts, resumes of key personnel, relevant experience at similar general aviation airports within the past five years, office proximity to the airport, at least four current airport client references located in Georgia or adjacent states, regulatory familiarity with the FAA Atlanta District Office and Georgia Department of Transportation Aviation Programs, and current workload assessment. No pricing information is solicited at this stage; services will be assigned on an assignment-by-assignment basis through individual sub-agreements for projects the City expects to initiate within five years of the agreement's effective date. Additional information regarding the CIP and required submission formats may be obtained through the Georgia Procurement Registry or by contacting Vernon Barnett at vbarnett@lafga.org.
