About this opportunity
The City of LaFayette, Georgia is issuing a Request for Statements of Qualifications (RFQ) for professional airport consulting services to support planning and environmental work for the Barwick-LaFayette Airport Capital Improvement Plan. This is a qualifications-based procurement that will establish a multi-year Master Agreement with a selected consultant for a four-year period, with individual task orders to be negotiated on an assignment-by-assignment basis for projects anticipated within a five-year timeframe. The scope of services includes airport system and master planning, noise compatibility planning, environmental assessments, facility inventories, aviation forecasts, demand and capacity analyses, airfield modeling, airport layout and terminal area plan development, compatible land-use planning, site selection studies, and financial planning with benefit-cost analyses. Responding firms must be currently pre-qualified by the Georgia Department of Transportation in Area Classes No. 1.08 (Airport Master Planning) and No. 2.09 (Airport Design), and all professional plans must be stamped by a licensed Georgia Professional Engineer. Statements of Qualifications must not exceed 25 pages (excluding tabs and cover letter), be printed single-sided on 8.5" x 11" paper, and submitted in four copies in sealed envelopes marked "AIRPORT CONSULTING SERVICES RFQ 2026 - PLANNING" to City of LaFayette, 207 South Duke Street, LaFayette, Georgia 30728 by 4:00 P.M. on February 11, 2026. The Selection Committee will evaluate qualifications based on consultant experience and capabilities and may conduct interviews at its discretion, with all unsuccessful firms notified in writing within five days of selection completion.
This procurement does not include a set-aside designation for small businesses or other specific enterprise categories; however, federally funded task orders exceeding $250,000 require Disadvantaged Business Enterprise (DBE) participation with an FY 2026 goal of 6.3%, with participating DBE firms requiring certification through the Georgia Uniform Certification Program. All consultants and subconsultants must comply with applicable federal non-discrimination laws, including Title VI of the Civil Rights Act, the Americans with Disabilities Act, Section 504 of the Rehabilitation Act, and 49 CFR Part 200 regarding DBE compliance. Task orders may be funded in whole or in part with Federal Aviation Administration grant funds and must comply with 2 CFR Part 200 and FAA Advisory Circular 150/5100-14, while Davis-Bacon Act compliance applies only to applicable federally funded construction contracts. The RFQ does not request price proposals, overhead rates, or cost information, and award values or budget ranges have not been specified in the available procurement documents. Interested consultants may request airport site visits prior to submission to better understand the scope and requirements of the work.
