About this opportunity
Lenoir Community College (LCC) in Lincoln County, North Carolina is issuing an Invitation for Bid (IFB) for the procurement of Airframe and Powerplant Trainers. LCC is implementing an Airframe & Powerplant Instructional Program and requires various types of trainers, such as Jet Piston Engine Trainers, Hydraulic Power System Trainers, Electrical Trainers, and more, to meet Federal Aviation Administration (FAA) standards. The IFB lists 12 specific trainer models that vendors must offer, and bids are due on November 21, 2024 at 3:00 PM ET. The intent is to award a single Agency Contract, with a required delivery timeline of 90 days after receipt of the purchase order. Pricing shall be FOB Destination with all transportation costs included, and vendors must be authorized resellers and provide manufacturer authorization upon request. The contract will be awarded to the responsive vendor offering the lowest price that meets the technical specifications.
The IFB does not mention any set-aside designations or restrictions on the types of organizations that can respond. There is also no information provided about any incumbent vendors or current contractors, or any existing infrastructure or technology that requires integration. The IFB does not specify a budget range, but it can be assumed that the value of the contract will be commensurate with the equipment and services required to meet the FAA standards for the Airframe & Powerplant Instructional Program.

Lenoir Community College is implementing an Airframe & Powerplant Instructional Program. In order to teach this curriculum, we must adhere to Federal Aviation Administration (FAA) standards. In order to meet FAA requirements, we must purchase, maintain, and operate equipment that is specially designed to train students on the various systems onboard Civilian and Military Aircraft. This includes Jet Piston Engine Trainers, Hydraulic Power System Trainers, Electrical Trainers, and more. We are required to show the FAA that LCC has purchased and received these trainers before we can receive certification to teach Airframe & Powerplant to our students.
