About this opportunity
Palm Beach County's Board of County Commissioners, through its Purchasing Department, issued Invitation for Bid (IFB #20-073/SS) for the purchase of two complete 15-foot airboat units equipped with trailers and optional sprayer packages. Each airboat must be constructed of 5086 marine-grade aluminum alloy with an 8-foot beam width and powered by PCM LS 6.0L EFI 450 HP engines paired with Century Drive Unit CH-3 or equivalent reduction units and Sensenich JX Series or equivalent propellers. The specifications include comprehensive instrumentation, electrical systems, steering and throttle controls, a 50-gallon fuel tank, water cooling systems, stainless steel hardware, and a galvanized tandem-axle trailer with hydraulic surge brakes meeting Department of Transportation requirements. The optional sprayer package consists of a 100-gallon fiberglass tank, diaphragm pump system rated at minimum 15 GPM/350 PSI, remote electric key start engine, spray hose assemblies, gun assembly, and dual airboat booms. All equipment must be new, current production models delivered complete and ready for operation to Fleet Management at 2601 Vista Parkway, West Palm Beach, Florida 33411, between 7:00 a.m. and 3:00 p.m., Monday through Friday, with delivery notification provided not less than 24 hours in advance. Bid responses were due on August 13, 2020, at 4:00 p.m. local time, submitted to Senior Buyer Sandy Shea at the Palm Beach County Purchasing Department, with pricing required on a firm, fixed basis valid for 90 days from submission.
Bidders with a permanent place of business in Palm Beach County or the Glades are eligible for a local preference of 5 percent, as determined by a valid Business Tax Receipt issued prior to solicitation issuance. Small, Minority, and Women-Owned Business Enterprise (S/M/WBE) participation goals apply to this procurement, requiring bidders to submit Schedule 1 and Schedule 2 documentation identifying all proposed subcontractors and the dollar amounts or percentages of work to be performed. Successful bidders must provide all manufacturer documentation, cut sheets, and descriptive literature verifying compliance with specifications, maintain current local business tax receipts and required permits throughout contract performance, supply factory warranties on all components effective upon delivery and acceptance, and register in the County's Vendor Self Service (VSS) system with all subcontractors maintaining current vendor registration. The County reserves the right to accept or reject any or all bids and to award on an all-or-none total offer basis to the lowest responsive, responsible bidder. No incumbent vendors or specific budget ranges were identified in the solicitation documents.
