About this opportunity

Collier County is seeking proposals for an Air Emission Monitoring System through a competitive Request for Proposal (RFP) process for the Solid Waste Division. The solicitation targets a comprehensive, turnkey system designed to monitor and verify air emissions at the Naples Sanitary Landfill, with a specific focus on detecting and managing compounds like hydrogen sulfide, methane, carbon dioxide, and volatile organic compounds. The proposed system must include monitoring devices and robust data management software capable of real-time data transmission, secure cloud-based storage, and data export capabilities. Proposals are due on April 14, 2025, at 3:00 PM EST, and must be submitted through the county's online procurement portal. The evaluation process will allocate 100 points across seven criteria, with the highest weightings on experience and capacity of the firm (30 points), data management and security (25 points), and cost of services (25 points). The contract term is intended to be five years, and vendors must provide a one-time setup cost and annual monitoring system pricing.

The procurement appears open to all qualified vendors, with a notable local vendor preference component that allocates 10 evaluation points to local businesses from Collier or Lee County. Vendors must meet specific requirements, including enrollment in the E-Verify program, possession of appropriate business licenses, and maintenance of comprehensive insurance coverage including Workers' Compensation, Commercial General Liability, Automobile Liability, Cyber Liability, and Technology Errors & Omissions. For projects exceeding $200,000, performance and payment bonds from a surety rated "A-" or better are required. While no specific budget range is explicitly stated, the system will cover a 310.97-acre Class I solid waste management facility with 184 acres currently in use. Vendors must demonstrate compliance with Florida's technical requirements, including compatibility with Microsoft operating systems, web browsers, and adherence to state regulations like the Florida Information Protection Act. The procurement allows for potential multi-year terms and can be used by other county departments, with the county reserving the right to reject any or all proposals and negotiate terms to secure the most advantageous arrangement.
