About this opportunity
The Kentucky Transportation Cabinet (KYTC) Division of Purchases is soliciting bids to establish a master agreement for portable and stationary air compressors with a proposal due date of September 24, 2026 at 1:30 PM Eastern Time. Kentucky resident bidders and qualified bidders, including Kentucky Correctional Industries and nonprofit organizations serving individuals with severe disabilities, may receive preferential scoring.
The scope comprises five gas-driven portable air compressors (minimum 24 CFM, 13 HP engine, 30-gallon ASME receiver tank); five single-phase stationary air compressors (minimum 24 CFM, 7.5 HP electric engine, 80-gallon ASME receiver tank); two three-phase stationary air compressors with identical single-phase specifications; and four optional hose reel assemblies with 50 feet of 3/8-inch hose. Suggested models are BelAire 3G3HHL (portable), 318VLE (single-phase), and 338VLE (three-phase), or approved equivalents. All items must be new, current model year, painted with lead-free enamel, and include warranties of minimum one year for defects, two years for pumps, and three years for engines.
Evaluation is weighted 95% price (lowest responsive bid wins) and 5% delivery performance, with the bidder required to guarantee delivery within a specified calendar window; failure to meet delivery results in 1% daily invoice deductions except for delays caused by Commonwealth action or events beyond vendor control. Pricing must remain firm for the first twelve months; thereafter, increases require thirty days' written notice with documented industry-wide justification, while decreases must be passed through immediately. All shipments ship F.O.B. Destination Freight Prepaid and Allowed.
The initial contract period runs from award through October 31, 2027, with four optional one-year renewal periods available by mutual written approval. The vendor must demonstrate widespread parts and service availability within Kentucky and maintain commercial general liability insurance of at least $1 million per occurrence and $2 million aggregate. Questions are due September 14, 2026 at 1:30 PM Eastern Time, with responses posted by September 17. The anticipated award date is October 16, 2026. Submissions must be made electronically through Kentucky Vendor Self Service; emailed or hard-copy bids will not be considered. All bidders must complete a notarized Required Affidavit confirming compliance with Kentucky campaign finance laws and disclose any use of artificial intelligence in contract performance.
