About this opportunity

The Auraria Higher Education Center (AHEC) Procurement Services Office, on behalf of the Facilities Management Department of the Auraria Campus in Denver County and Denver City, Colorado, is issuing a Documented Quote (DQ) solicitation for a Project Management Consultant to support three partner institutions: Community College of Denver, Metropolitan State University of Denver, and University of Colorado Denver. The consultant will evaluate and refine the project management team's existing tools and methodology, establish a formal intake process with input from customers and partners, and provide recommendations for portfolio reporting to campus leadership. Key deliverables include refining project management methodology, creating a comprehensive toolkit of project management tools and procedures, providing training to 10-15 team members, improving resource capacity management, designing and implementing a consistent project intake process with a prioritization model, and exploring options for portfolio reporting. Respondents must demonstrate within the past ten years: experience working with government entities such as school districts, counties, state agencies, or cities; experience working in or with project management teams as an employee or consultant; and experience facilitating customer groups toward consensus on process changes. The project is estimated for an eight-month term beginning May 2026 with anticipated completion by December 2026 and can be extended for one additional year at AHEC's sole discretion. Quote responses of 25 pages or less are due May 1, 2026, at 2:00 PM Mountain Time, submitted via email to stacy.tino@ahec.edu or through BidNet, and must include a signed coversheet, at least one reference from the past ten years, qualifications documentation, a draft project plan, proposed project schedule, and a completed W-9 form.

No specific set-aside designations for disadvantaged enterprises or restrictions on organization types are explicitly stated in this solicitation; however, AHEC's W-9 form includes voluntary self-certification options for woman-owned, minority-owned, veteran-owned, small business, disabled-owned, LGBTQ-owned, and other enterprise designations to enable tracking of diverse vendor participation. No incumbent vendors or current contractors are identified in the solicitation documents. All quoted costs must remain firm for 90 days from the quote due date and for the entire project duration upon award, with quotes submitted as not-to-exceed amounts broken down by personnel with positions and hourly rates, a proposed payment schedule based on milestones or deliverables, and any reimbursable expenses for travel, lodging, and meals. AHEC does not make advance payments and will pay upon completion of the project and receipt of all deliverables unless an alternative payment schedule is proposed. All awarded vendors must comply with AHEC Procurement Order Terms and Conditions adopted July 1, 2023, provide insurance information including workers' compensation and commercial general liability with minimum limits of $1,000,000 per occurrence within ten business days of award, and comply with Colorado sex offender registration and PERA notification requirements if applicable. All tools, processes, procedure documents, and rubrics created or modified by the consultant become the exclusive property of AHEC, while the solicitation does not specify a total budget or award value range.
