About this opportunity

The Auraria Higher Education Center (AHEC) Purchasing Office, on behalf of the Community College of Denver (CCD), issued a Documented Quote (DQ) solicitation AHEC-16510-D for the procurement of one Pediatric Full Body Phantom that meets or exceeds the specifications of the Supertech PBU-70T model. The procurement is designed to support medical education and training purposes, with the phantom required to demonstrate anatomical accuracy, appropriate material composition, dimensional and weight specifications, durability standards, and compatibility with standard medical imaging and diagnostic equipment. Bidders were permitted to submit substitute equipment provided specification sheets demonstrated equivalency to or superiority over the minimum requirements; any substitutions failing to meet minimum specifications would not be considered. All items must be new, in original manufacturer packaging, and accompanied by manufacturer warranties and applicable rebates, with delivery required by May 16, 2016, to the Lowry Building located at 1070 Alton Way #849, Denver, CO 80230. Quotes were due by May 6, 2016, at 4:00 PM Mountain Time, with submission via fax to 303.556.2093 or email to Zachary.felts@ahec.edu. Evaluation criteria included vendor responsiveness to requirements, delivery date capability, and cost, with awards made to the vendor most responsive to CCD's overall needs. The purchase order term extends from the award date through approximately June 30, 2016, with quote costs required to remain firm for ninety days following the quote due date, and all shipping, handling, and delivery charges included as FOB Destination pricing.

The solicitation did not identify any set-asides or restrictions based on disadvantaged enterprise status, nor were any incumbent vendors or current contractors specified. No existing infrastructure or technology integration requirements were noted in the procurement documents. Vendors were required to submit Federal Employer Identification Numbers (FEIN), completed W-9 forms, and Vendor Mailing Address Forms with their responses, and must comply with federal and state laws including employment eligibility verification through E-Verify or equivalent programs. AHEC reserved the right to reject all quotes, cancel the solicitation, make multiple awards if in the best interest of CCD, or award to another vendor within the competitive range if the initial awardee failed to negotiate acceptable contract terms. No specific budget range or award value was disclosed in the solicitation documents. The standard Purchase Order Terms and Conditions adopted by AHEC, effective January 1, 2013, govern all contractual obligations, including payment within 45 days of receipt of acceptable products, retention of inspection rights by the buyer, and venue for disputes established in Denver, Colorado, with Colorado law governing interpretation and enforcement.
