About this opportunity
The Auraria Higher Education Center (AHEC) Purchasing Office, on behalf of Metropolitan State University of Denver's Engineering Technology Department, is soliciting quotes for the procurement of a torsion testing machine and related software components. The primary deliverable is a 10,000 inch-pound capacity torsion testing machine, specified as a Tinius Olsen Model #602 or approved equivalent, along with three software components: Primary Platform for Horizon Software, Metals Library for Horizon Software, and Closed Loop Control AFM for Horizon Software. One unit of each item is required. The equipment must meet detailed technical specifications addressing torque capacity, rotational speed ranges, specimen gripping mechanisms, measurement accuracy, data acquisition systems, safety features, and compliance with relevant ASTM and ISO standards. All deliverables must be newly manufactured and current models unless otherwise specified, with delivery to be completed on a FOB Destination basis to 1201 5th Street, Denver, Colorado 80204, on the Auraria Higher Education Campus. The desired delivery date is April 15, 2016. Quote submissions are due by March 30, 2016, at 2:00 PM Mountain Time via fax to 303.556.2093 or email to Zachary.felts@ahec.edu. All questions must be submitted by March 28, 2016, at 3:00 PM Mountain Time. Evaluation criteria include vendor appropriateness, completeness of response, installation and training experience, ability to meet the delivery deadline, and cost as the primary evaluation factor. Vendors must be authorized dealers and service centers for the quoted equipment and must provide warranty information, details on local Denver service availability or alternative service response times, and confirmation of experience with equipment installation and training.
Respondents must comply with Colorado state regulations regarding insurance, sex offender registration, and PERA retiree notification requirements, and must certify employment eligibility through the E-Verify Program or Department program. All quotes must include a completed W-9 and Vendor Mailing Address Form, and quote costs must remain firm for 120 days following the due date. All costs must include shipping, handling, and delivery charges with surface freight prepaid to AHEC Central Receiving. The solicitation documents do not identify any incumbent vendors or set-aside designations for disadvantaged enterprises; however, AHEC reserves the right to reject all quotes and re-solicit at any time prior to the contract start date and may cancel the solicitation entirely without penalty. The purchase order term is set from the award date through June 30, 2016. Specific budget or award values are not disclosed in the available solicitation documents; however, all pricing must be submitted on the provided cost sheet with no modifications accepted. Integration with existing laboratory infrastructure and compatibility with current testing standards are required considerations for vendor proposals.
