About this opportunity

Solano County Department of Resource Management–Public Works is requesting bids on agricultural chemicals (herbicides) for roadside right-of-way maintenance throughout unincorporated Solano County under IFB, with proposals due November 4, 2026 at 5:00 p.m. and questions due October 19 at 5:00 p.m. A local-vendor preference applies, allowing local businesses within 5% of the lowest bid to match the price within five business days to receive the award.

The scope includes delivery of specified herbicide products: 250 gallons of AquaMaster, 530 gallons of Vastlan (split across two line items), 2.5 gallons each of Milestone, Dimension 2EW, Esplanade 200 SC, and Gallery SC, 5 pounds of TerraVue CA, various adjuvants in 2.5-gallon quantities, and 24 pounds of tank and equipment cleaner. The vendor must also provide annual herbicide recommendations and 14 hours of herbicide application training for County staff. One-time delivery to the Public Works Facility at 3255 North Texas Street, Fairfield, California 94533 is scheduled for November 1, 2026, though the County reserves the right to confirm or modify this date.

The contract runs from November 1, 2026 through June 30, 2027, with the County reserving the right to extend for two additional one-year terms (maximum three years total) at its sole discretion without competitive rebidding, contingent on performance and continued funding. Payment terms are net 30–45 days after invoice receipt and equipment acceptance; discounts for payment within 20 days will be considered in the award decision. The County reserves the right to award to the lowest responsive and responsible bidder (rather than lowest bidder alone) and may make split or multiple awards if in its best interest.

Bidders must register on the County's eProcurement Portal, possess all necessary insurance and licenses, provide six references (three government agencies, three key team members), certify compliance with federal and state civil rights laws, verify non-debarment status with SAM.gov, and comply with drug-free workplace requirements. All bids must remain valid for 120 days following the IFB closing date. The County is exempt from federal excise tax; California sales tax must be shown separately. Contractor selection is scheduled for November 6, 2026.
