About this opportunity
The Missouri Department of Transportation (MoDOT) and the Missouri Highways and Transportation Commission (MHTC) are seeking qualified vendors to provide Fall Aggregate Material through a plant pickup solicitation covering Crawford, Dent, and Washington Counties. The Invitation for Bid (IFB605CO22000100) specifically requests aggregate materials with precise quantities: 500 tons of Spec 5 Aggregate for Cuba Maintenance, 500 tons of Spec 5 Aggregate for Steelville Maintenance (both in Crawford County), 500 tons of Spec 5A Aggregate for Potosi Maintenance (Washington County), and 750 tons of Spec 5 Aggregate for Salem Maintenance (Dent County). The aggregate materials must conform to the 2021 Missouri Standard Specifications for Highway Construction and will be evaluated based on firm fixed unit prices and total mileage from maintenance facilities to pickup locations. Bids are due by July 28, 2021, at 10:00 AM CDT, with a contract completion deadline of November 15, 2021. Vendors must provide plant location addresses and be capable of generating detailed weight tickets for each truckload. Liquidated damages of $250 per day per item may be assessed for late deliveries, and all materials will be subject to MoDOT's quality control and quality assurance program.
The solicitation encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with specific goals of 10% MBE and 5% WBE participation through subcontractors, suppliers, or joint ventures. Service-Disabled Veteran (SDV) participation is also encouraged. The contract includes provisions related to the Domestic Products Procurement Act, which provides a 10% preference for American-made products on purchases over $25,000. Payment terms are set at Net 30 days, with the option to use a state purchasing card (VISA) for transactions. While no incumbent vendors are specifically mentioned, MoDOT reserves the right to increase or decrease quantities and to reject any or all bids. The total estimated value of the aggregate material procurement is approximately 2,250 tons, with pricing to be submitted on a per-ton basis, FOB destination with freight prepaid and allowed. The contract will be awarded to the lowest responsive and responsible bidder meeting all specified requirements.
