About this opportunity

The Missouri Department of Transportation (MoDOT) Southwest District is seeking to establish multiple price agreements for plant/quarry pickup of aggregate materials through an Invitation for Bid (IFB605SW21000868). The procurement covers 51 different aggregate product line items, including various sizes of chips, clean stone, base materials, gabion stone, sand, and other specialty aggregates. MoDOT staff and trucks will directly pick up materials from vendor quarries on an as-needed basis during the contract period from January 1, 2021 through December 31, 2021. Vendors must submit unit pricing per ton for each aggregate type, with bids due electronically through the MissouriBUYS eProcurement system by January 13, 2021 at 10:00 AM CST. Vendor selection will be based on multiple factors including cost, material availability, and proximity to project locations, with the intent to award to multiple vendors through a multiple award contract. The primary objective is to secure flexible, on-demand aggregate material pickup capabilities for MoDOT's Southwest District infrastructure and maintenance projects.

The solicitation encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with specific participation goals of 10% MBE and 5% WBE. Service-disabled veteran-owned businesses are also encouraged to participate. While no specific incumbent vendors are identified, the bid allows for cooperative purchasing opportunities with Missouri counties, cities, and special road districts. Payment terms are established as Net 30 days, with invoices to be submitted electronically to SWInvoices@modot.mo.gov. Due to COVID-19 pandemic restrictions, only online submissions through MissouriBUYS will be accepted, with no paper, email, or fax responses permitted. Though the bid focuses on pickup pricing, vendors are requested to provide optional delivery pricing and service area information. While no specific contract value is listed, the broad scope of 51 aggregate product types and the year-long contract period suggest significant potential procurement volume for qualifying vendors.

Opportunity text

The Missouri Department of Transportation (MoDOT) Southwest (SW) District is seeking to establish a price agreement with multiple vendors for the plant/quarry pickup of various aggregate materials from various quarries by MoDOT SW staff and trucks on an as needed/if needed basis beginning January 1, 2021 through December 31, 2021. This bid is for pick-up price only, NOT delivery; however, there is a delivery question included in bid. When materials are needed, MoDOT SW will use this price agreement to choose a vendor based on factors such as cost, availability, and project proximity to the plant location. This bid will be awarded on a "multiple award" basis.
