About this opportunity

The North Carolina Department of Transportation (NCDOT) issued an Invitation for Bid (IFB) on March 3, 2026, to establish an Agency Specific Term Contract for the furnishing and delivery of Aggregate ABC Granite Material to the NCDOT Anson County Maintenance location on an as-needed basis. The procurement seeks approximately 80,000 tons of aggregate granite material that must comply with sections 1005, 1008, 1010, and 1012 of the 2024 NCDOT Standard Specifications for Roads and Structures. Successful vendors must complete delivery within twenty consecutive calendar days after receipt of order to the Anson County Maintenance facility located at 1017 Old Prison Camp Road, Polkton, NC 28135, with deliveries accepted Monday through Friday from 7:00 AM to 3:30 PM. Bidders must submit pricing on the completed Pricing Form as a unit price per ton with extended pricing for the estimated 80,000-ton quantity, with all costs including delivery FOB destination, handling, and administrative fees, and bid prices must remain firm for 180 days from the contract effective date. Key deadlines include written questions due by March 6, 2026 at 12:30 PM, responses to questions provided by March 12, 2026, and bids due electronically via the eVP portal by March 17, 2026 at 2:00 PM ET, with public bid opening conducted via Microsoft Teams conference call on the same date. Award will be made to the responsive bid offering the lowest price meeting all specifications and requirements, and the initial contract term is one year from the date of final execution, with the State reserving the right to extend the contract term with vendor concurrence.

All bidders must be registered North Carolina vendors in good standing with the eVP system and must complete required attachments including HUB Supplemental Vendor Information, Location of Workers Utilized by Vendor, Certification of Financial Condition, and Producer/Supplier Quarry or Pit Facility documentation. The aggregate supplier's quarry or pit facility must be an approved resource listed on NCDOT's approved products database, and producers must comply with the Mining Act of 1971 (G.S. 74-76). Prior to contract award, successful vendors must register with the North Carolina Secretary of State and provide evidence of registration within ten business days of award notification. The State encourages 10 percent utilization of Historically Underutilized Businesses (HUB) as first or second-tier subcontractors. The State reserves the right to make separate awards to different vendors or reject all bids. No incumbent vendors or budget range is specified in the solicitation; however, the final contract value will be determined by the awarded vendor's unit price per ton multiplied by the actual quantity of material ordered by NCDOT over the contract term.
