About this opportunity

The Oregon Child Development Coalition, Inc. (OCDC), a nonprofit providing early childhood care and education across 30 sites in 15 Oregon counties, is requesting quotes for emergency mitigation, restoration, and disaster recovery services under a Master Service Agreement with quotes due October 16, 2026 and an anticipated MSA start date of November 1, 2026.

OCDC is committed to affirmative outreach to small businesses, minority-owned businesses, women-owned businesses, and disadvantaged businesses, with small business participation valued at 5 points in the evaluation. The scope encompasses water damage mitigation, fire and smoke damage restoration, storm and natural disaster response, environmental remediation, emergency stabilization services, building recovery services, and insurance and claims support across OCDC facilities in Clackamas, Hood River, Jackson, Jefferson, Klamath, Malheur, Marion, Morrow, Multnomah, Polk, Umatilla, Wasco, Washington, and Yamhill counties.

Contractors must demonstrate 24/7 emergency response capability with initial telephone response within one hour of notification and immediate mobilization of personnel and equipment. Required qualifications include appropriate Oregon licenses and certifications, OSHA compliance, and insurance coverage meeting OCDC requirements.

The initial contract term is one year with options to renew for up to two additional one-year periods upon mutual agreement. Award of an MSA does not guarantee any minimum quantity of work or revenue. Pricing evaluation will consider labor rates (emergency, regular, overtime, and holiday), equipment rates, materials and consumables, subcontractor markups, and travel and mobilization costs.

Evaluation uses a best-value approach across six categories: emergency response and technical approach (20 points), experience and past performance (25 points), geographic coverage and resource availability (20 points), health, safety and compliance (10 points), cost proposal (20 points), and small business participation (5 points). This procurement is federally funded through Head Start grant funds and is subject to 2 CFR 200 (Uniform Guidance), requiring compliance with applicable federal, state, and local laws and regulations.
