The program aims to strengthen community-law enforcement relationships and engage at-risk youth through a combination of physical activity, police mentorship, and social emotional learning activities utilizing trauma-informed curriculum options including yoga, strength training, music, art, STEAM, and strategy games. The selected vendor must enroll 30 students for 12 sessions at one site in Year 1, scale to 60 students across 2 sites for 19 sessions in Year 2, and further expand to 120 students across 3 sites for 20 sessions in Year 3. Performance metrics require achieving 50% average attendance, hosting at least 10 mentorship sessions per site annually, achieving 70% improved trust in law enforcement by Year 3, and attaining 85% satisfaction rates among students, families, and invited speakers. Proposals must be submitted electronically through the Bonfire Portal as separate Technical and Cost Proposal documents accompanied by a current W-9 and completed Appendix A forms; the due date for proposals is May 8, 2026. The contract term is two years from full execution and Notice to Proceed, with options for extension up to three additional years for a cumulative maximum of five years based on grant funding availability.

The RFP does not specify set-asides exclusively for disadvantaged enterprises, though bidders must certify their status as local, small, or diverse business concerns certified by recognized third-party certifying organizations in their Appendix A submissions. All bidders must demonstrate contractor responsibility by certifying they have not been suspended or debarred from contracting with any government entity within the preceding five years, have not experienced contract defaults or compliance failures within the past ten years, and have no unresolved government audit findings; bidders must also certify non-conviction of felonies and compliance with civil rights laws. The contract is subject to Montgomery County's Standard Terms and Conditions for Services and a Federal Grant Addendum establishing mandatory federal compliance requirements, including OMB Uniform Administrative Requirements (2 CFR 200), nondiscrimination policies, records retention for a minimum of three years, Davis-Bacon wage requirements, and drug-free workplace standards. No incumbent vendors or existing contractors are identified in the solicitation materials. The total award is $500,000, with Year 1 budgeted at $88,492, Year 2 at $177,159, and Year 3 at $234,349, covering personnel, police overtime costs ($6,000 for Year 1, $28,500 for Year 2, and $60,000 for Year 3), travel, supplies, and contractor services capped at $81.25 per hour per state guidelines. Award of the contract is contingent upon the District Attorney's Office securing required state grant funding.
