About this opportunity

The California Department of Motor Vehicles (DMV) Administrative Services Division is soliciting bids for after-hours janitorial services at the Manteca DMV Field Office under IFB 26-045, with bids due July 14, 2026, and a mandatory pre-bid conference on June 30, 2026. Small Business Enterprise (SBE) and Disabled Veteran Business Enterprise (DVBE) preferences apply; DVBE subcontractor participation may be required depending on bid commitments.

The scope covers comprehensive janitorial services across approximately 3,986 square feet at 955 Davis Street, Manteca, California, including daily high-touch surface disinfection, restroom cleaning, floor maintenance, carpet cleaning, and specialized tasks on weekly, biweekly, monthly, quarterly, semi-annual, and annual schedules. Services must be completed after DMV business hours (Monday through Friday, excluding state holidays) and finished no later than one hour before the next business day opening. The DMV will supply cleaning supplies and equipment through a chemical management system; contractors must provide personal protective equipment, buffers, vacuum cleaners, carpet extractors, and other tools.

The contract term is thirty-six months, with a proposed start date of November 1, 2026, or upon contract approval. Monthly compensation is TBD. Contractors must comply with Government Code Section 19134, requiring minimum compensation to janitors of $36.49 per hour (85% of state custodian wages and blended benefits), and must register with the California Department of Industrial Relations under the Property Service Workers Protection Act. Contractors must maintain commercial general liability insurance of at least $1 million per occurrence and workers' compensation insurance if employing staff. The Displaced Janitor Opportunity Act requires retention of prior contractor janitors for sixty days.

Written questions are due July 2, 2026, at 3:30 p.m. Attendance at the pre-bid conference on June 30 is mandatory for bid eligibility. The DMV reserves the right to reject all bids and award based on the lowest responsive responsible bid. Liquidated damages are assessed at $500 for rebidding costs and $50 per day for service failures.
