About this opportunity
The State of Maine Department of Administrative and Financial Services, Office of State Procurement Services, is requesting quotations for skylight removal and roof repair services at the Bangor Armed Forces Reserve Center in Bangor, Maine, under RFQ 260924-0052, with quotations due October 16, 2026 at 4:00 p.m. Eastern Standard Time. A mandatory pre-bid walk-through is scheduled for October 7, 2026 at 9:00 a.m., and questions are due October 13, 2026 at noon.
The scope involves removal of eight existing metal-framed skylights with plastic bubbles, sealing of the openings, and installation of matching metal roofing using PFAS-free materials to weatherproof the locations. All work must be performed during facility operating hours (7:30 a.m. to 3:45 p.m.) with staff present; exact work hours are subject to negotiation with the Program Administrator. The anticipated contract term runs from November 1, 2026 through April 30, 2027, with work to be completed ideally in fall 2026 but no later than April 30, 2027. Place of performance is the Bangor Armed Forces Reserve Center in Bangor, Maine.
Subcontractors may perform no more than 15 percent of contracted work and must provide certificates of insurance. All personnel accessing the military facility must comply with federal background vetting requirements. The contractor is held liable for any facility damage and must maintain PFAS-free material standards and respond to all communications within one business day.
The State will evaluate quotations on a best-value basis considering conformity to specifications, delivery timeline, and lowest price among conforming bidders, with the right to reject the lowest bid if the bidder has documented poor performance or prior contract termination within five years. Submissions must be made through the State of Maine's Advantage Vendor Self Service electronic procurement system and must include company letterhead documentation, a completed cost response sheet, a bid cover page with responsible bidder certification, and a disaster recovery plan. Payment is net 30 upon receipt of accurate invoices for successfully completed work.
