About this opportunity
The Missouri Department of Transportation's (MoDOT) Southeast District is seeking quotations to establish a contract for aerial equipment inspections across two Missouri counties: Iron and St. Charles. The procurement involves comprehensive inspections of approximately 16 pieces of equipment, including aerial platforms, augers, and aerial buckets located in Sikeston and Willow Springs, Missouri. The inspections must be conducted in strict accordance with American National Standards Institute (ANSI) and American Society of Testing Materials (ASTM) standards, and include detailed visual and operational checks, magnetic particle and ultrasonic inspections, and acoustic emissions testing per ASTM 914-85 standards. All inspection results must be documented in written, paper format, with work anticipated to be performed in November or December 2019. The contract period will run from the date of award through November 30, 2020, with two optional 12-month extension periods available upon mutual agreement. Vendors must submit their quotations electronically through the MissouriBUYS system or via hard copy by November 25, 2019, at 9:00 AM CST, with pricing to remain firm throughout the initial contract period.
MoDOT strongly encourages participation from minority and disadvantaged business enterprises, with specific goals of 10% Minority Business Enterprise (MBE) and 5% Women Business Enterprise (WBE) participation through subcontractors, suppliers, or joint ventures. Service-Disabled Veteran (SDV) and Service-Disabled Veteran Business (SDVE) participation is also encouraged. Vendors must maintain specific insurance coverages, including $500,000 per person/$3,000,000 per occurrence for commercial general liability and automobile liability, as well as workers' compensation insurance. The solicitation allows for cooperative purchasing opportunities, enabling Missouri counties, cities, and other political entities to potentially utilize the contract. While no specific budget range is explicitly stated, the contract requires vendors to provide a firm, fixed price per inspection and specify maximum percentage increases for potential renewal periods. The contract will be awarded to the vendor whose quote complies with all mandatory specifications and is determined to be the lowest and best quote, considering factors such as price, vendor responsibility, and other evaluation criteria.
