About this opportunity

Palm Beach County Board of County Commissioners, Procurement Department is requesting quotations for aerial helicopter survey services on a term contract basis under RFQ #26-0163/JC, with quotes due July 1, 2026 at 4:00 p.m. local time. A small business enterprise preference of up to 10% applies to certified SBEs relative to the lowest responsive, responsible quoter, and a 5% local preference is available to quoters with a permanent place of business in Palm Beach County or the Glades.

The scope is aerial helicopter survey services delivered under a framework term agreement. The county will issue task orders or purchase orders for specific services as needed during the contract term. Quoters must provide firm pricing valid for 90 days from submission and throughout the initial and any subsequent contract terms. All quoters and subcontractors must register in the Palm Beach County Vendor Self Service system prior to contract award.

The solicitation is subject to Palm Beach County Small Business Development Program requirements. Subcontracting schedules (Schedules 1, 2, and 2(a)) must accompany all quotations and identify all subcontractors and subconsultants with their SBE certification status and corresponding dollar amounts or percentages of work. During contract performance, prime contractors must submit Schedules 3 and 3(a) with each payment request to track subcontractor and subconsultant information including contracted amounts, change orders, amounts drawn and paid, and work commencement dates. Schedule 4 documents actual payments made and requires printed or notarized digital signatures.

Quoters must comply with federal requirements including E-Verify employment eligibility verification, debarment and suspension certifications, Davis-Bacon Act provisions where applicable, equal employment opportunity requirements, and restrictions on covered telecommunications equipment. The county reserves the right to reject any or all quotes and may terminate contracts for convenience with five business days' notice or for cause. The question deadline is June 24, 2026 at 4:00 p.m.; questions may be submitted via email to jcalderon1@pbc.gov and PUR-Procure-Solicit@pbc.gov.
