About this opportunity

The Michigan Department of Natural Resources, Forest Resources Division, is issuing a Request for Proposal for Aerial Fire Detection Services to provide aerial surveillance and monitoring of forest fires across three designated detection areas in Michigan. Detection Area 1 encompasses the Cadillac Area (Benzie, Grand Traverse, Manistee, Missaukee, Kalkaska, and Wexford Counties), Detection Area 3 covers Southwest Michigan (Newaygo, Mecosta, Muskegon, Montcalm, Kent, Ottawa, Ionia, Allegan, and Barry Counties), and Detection Area 2 includes the Gladwin Area (Clare, Gladwin, Isabella, Mecosta, Midland, and Osceola Counties) available on an as-needed basis. Contractors must provide FAA-compliant aircraft with current inspections, airworthiness certificates, and appropriate avionics, along with qualified pilots holding commercial pilot certificates, Class II medical certificates, current flight reviews, and one season of fire detection experience. Services will be provided on an as-needed basis with 24-hour notification required and aircraft and pilots must be available within 30 minutes of DNR contact during on-call periods. Bidder questions are due by March 13, 2024, and proposals must be submitted by 9:30 a.m. Eastern Time on March 28, 2024, with an anticipated contract start date of April 15, 2024. The State will evaluate proposals on a pass/fail basis for aircraft requirements, pilot qualifications, staffing, project management, vendor questions, and standard terms and conditions, awarding the contract to the responsive and responsible bidder with the lowest price. Pricing is submitted on a per-hour basis for pilot services and aircraft operations by detection area, with firm pricing for a 365-day period subject to adjustment based on documented changes in actual contractor costs. Contractors must maintain commercial aviation insurance with minimum limits of $1,000,000 per occurrence for aircraft liability and $12,000 per occurrence for aircraft medical payments, naming the State of Michigan as an additional insured, and are responsible for all aircraft maintenance, fuel, oil, and operating supplies.

The RFP does not identify any set-aside designations or restrictions on organizational types eligible to respond, and no incumbent vendors or current contractors are referenced in the solicitation documents. No specific budget amount or funding source is identified in the available procurement materials. Contractors must submit daily flight reports with monthly invoices documenting flight hours and authorizing officers, and liquidated damages of $1,000 plus $100 per day apply for late or improper completion of contract activities. The contract term is not explicitly stated but may include up to two additional one-year renewal periods at the State's sole discretion. The State reserves the right to conduct site visits, require oral presentations, perform reference and background checks, and request additional price concessions during the evaluation process.
