About this opportunity

The South Dakota Department of the Military is seeking Architectural and Engineering (A&E) services for a significant facility upgrade project at the Mitchell CSMS #1 Facility. The procurement involves two primary scopes: replacing two 3W-175-G-GP Burnham Boilers and replacing approximately sixty-four exhaust fans throughout the facility. The project requires comprehensive professional services including site investigation, design development, and bidding services. Evaluation criteria will focus on project approach, team expertise, project constraints, management techniques, quality assurance/quality control processes, code knowledge, team availability, and past performance. The solicitation is a Statements of Interest (SOI) procurement with a strict submission deadline of 4:00 PM Mountain Time on September 12, 2023. Interested firms must submit an electronic copy of their SOI to the Project Manager, Kyle Roe, via email, with submissions limited to 30 pages or less. The total estimated project budget is $850,000, with $400,000 allocated for boiler replacement and $450,000 for exhaust fan replacement.

The procurement appears to be open to all qualified architectural and engineering firms without specific set-aside designations or restrictions based on the provided documentation. No incumbent vendors or current contractors are mentioned in the solicitation. The project involves replacing aging infrastructure, including boilers located in a second-story penthouse and exhaust fans serving various facility areas such as hazardous waste storage rooms, paint preparation areas, radiator testing spaces, welding hoods, battery storage, and warm-up bays. Firms will be expected to evaluate and ensure that replacement exhaust fans meet current codes and standards for airflow rates. While the SOI does not specify precise contractual terms for potential future phases, the document indicates that the selected firm may be considered for additional services like construction administration and inspection if the project proceeds to the construction phase. Interested firms should be prepared to demonstrate comprehensive technical capabilities, code compliance expertise, and a thorough understanding of mechanical systems replacement in a military facility context.
