About this opportunity
The South Dakota Department of the Military is seeking Statements of Interest (SOI) from architectural and engineering firms to replace the heating system at the Range Road Readiness Center in Rapid City, Pennington County. The project requires professional services encompassing site investigation, design development, and bidding services for replacing the existing gas-fired heating system, including hydronic boilers, pumps, and distribution systems. Interested firms must submit an electronic SOI limited to 30 pages by January 15, 2026, at 4:00 PM Mountain Time to Project Manager Mark Koepke via email. The technical review committee will evaluate submissions based on 12 specific criteria, including project approach, team expertise, project management techniques, quality assurance processes, code compliance, commissioning integration, local availability, facility familiarity, and past performance records. Evaluation will particularly emphasize local availability (25 points) and facility familiarity (15 points), with the goal of completing design and having the project ready for bid advertisement by July 2026.
No specific set-aside designations or restrictions for disadvantaged enterprises were mentioned in the procurement documents. The estimated construction budget for the project is $1,048,000, though this figure is subject to change. A draft Architectural and Engineering contract is included with the SOI, with contract terms and definitions noted as non-negotiable. The project involves replacing the existing heating infrastructure at the Range Road Readiness Center, which suggests potential integration challenges with existing systems. Firms interested in responding should have specific expertise in military facility upgrades, knowledge of National Guard Bureau regulations, and the ability to perform comprehensive design services. Potential additional services may include construction administration and inspection, which could be negotiated if the project proceeds to the construction phase. Interested firms are encouraged to contact Project Manager Mark Koepke at (605) 737-6096 with any questions regarding the opportunity.
