About this opportunity

The South Dakota Department of the Military is soliciting Statements of Interest for quality control materials testing services for the Watertown Vehicle Maintenance Shop construction project (CFMO# 460136), a $20,000,000 initiative located in Clay County at 1951 North Highway 20, Watertown, South Dakota. This procurement seeks qualified firms to provide comprehensive materials testing and inspection services, including subgrade observations and verifications, earthwork inspections and testing, concrete and asphalt inspections and testing, structural steel testing and inspections, high strength bolted connection observations, field fillet weld observations, and special construction inspections in accordance with applicable codes, standards, and specifications. Interested firms must submit electronic Statements of Interest to Project Manager Mark Koepke at mark.koepke@state.sd.us no later than 5:00 p.m. Mountain Time on April 20, 2026, with the solicitation period running from April 8, 2026 through April 20, 2026. Evaluation of submitted responses will be conducted by a technical review committee using weighted criteria: expertise, capabilities, and technical competence of key personnel with relevant qualifications, licenses, certifications, and experience (15%); resources and equipment available to perform the work, including outsourcing capabilities (15%); record of past performance, field quality control methods, and timely test result delivery (15%); availability to the project locale (15%); familiarity with the project locale (15%); identification and description of critical inspection and testing items based on project plans (10%); and ability and proven history in handling similar projects (15%). Questions regarding the solicitation may be directed to Mark Koepke at (605) 737-6096 or mark.koepke@state.sd.us, and plans and specifications are available for review at the Construction and Facilities Management Office in Rapid City or electronically upon request.

The available documentation does not specify set-asides or restrictions based on organization type or disadvantaged enterprise designations, nor does it identify any incumbent vendors, current contractors, or existing infrastructure requiring integration. Cost proposals will not be submitted during the initial Statement of Interest phase; rather, compensation for services will be negotiated following firm selection by the technical review committee. The solicitation is qualifications-based, focusing on the firm's capabilities and experience rather than price in the initial evaluation stage.
