About this opportunity

Wicomico County Public Schools (WCPS) in Maryland is issuing a Request for Qualifications (RFQ 90600-263) seeking professional architectural and engineering firms licensed in Maryland to provide comprehensive design services for the Wicomico Middle School Replacement Project. The scope of services includes educational specifications development, full architectural and engineering design, compliance with Maryland's Interagency Commission (IAC) and Public School Construction Program (PSCP) processes, and coordination with high-performance green building standards. The proposed facility will accommodate 930 students within approximately 142,000 gross square feet on a new 20-30 acre site, with the existing school remaining operational during construction. Required qualifications include demonstrated experience with Maryland public schools, IAC/PSCP submission requirements, high-performance design, and Construction Manager at Risk project delivery. Submissions must be received by 2:00 p.m. EST on March 13, 2026, through the Euna/Bonfire portal in PDF format, with a deadline for clarification questions on March 6, 2026. Short-listed firms will be notified by March 26, 2026, and invited to submit full Requests for Proposal (RFP Part 2) due May 8, 2026. Final selection and contract negotiations are anticipated by July 7, 2026, with Wicomico County Board of Education approval scheduled for July 14, 2026. The educational specifications phase is estimated from August 1, 2026, through January 13, 2027, with design phases anticipated between June 2028 and September 2029, and construction projected from March 2030 through May 2032.

The final contract will be based on AIA Document B133-2019 Edition, with specific terms to be negotiated following firm selection. Certified Minority Business Enterprises (MBEs) are actively encouraged to respond to this solicitation, with firms required to provide MBE/WBE/DBE certifications for all identified consultants as part of their submission materials. Required submission materials include Standard Form 330 (Parts I and II), organizational charts identifying all consultants, example projects with references, technological capabilities assessment, billable rates, insurance information, and design process descriptions. The project must comply with Maryland's High-Performance Green Building Program, requiring design teams to evaluate and recommend among three approved standards: LEED Silver, International Green Construction Code (IgCC), or Green Globes. State funding is anticipated for this project, and WCPS reserves the right to seek reimbursement of professional services fees from the Interagency Commission on School Construction. All submissions are considered non-confidential and subject to public disclosure unless specifically marked with justification for protection as proprietary information. No specific contract award value or budget range is disclosed in the solicitation documents.
