About this opportunity

The Town of Narrows, Virginia is requesting proposals for architectural and engineering services to design a new fire station, with proposals due October 6, 2026. The project is funded by a federal EPA Grant administered through the Green & Healthy Homes Initiative and is part of the Narrows Community Resilience Initiative to remediate blighted land and establish a public safety complex housing fire and police departments with community resilience hub functions.

The scope encompasses grant and project administration, site planning and evaluation including environmental assessments and surveys, and comprehensive design services across four phases: schematic design, design development, construction documents, and final contract documents. The design must comply with all federal, state, and local regulations, including the Uniform Statewide Building Code. All firms must be registered with the Virginia State Corporation Commission and possess appropriate professional licenses and registrations with the Virginia Department of Professional and Occupational Regulation.

Compensation is on a lump-sum basis with overhead rates established in compliance with Federal Acquisition Regulations cost principles. Individual consultant compensation is limited to the maximum daily rate for Level IV of the Executive Schedule unless greater compensation is authorized by law. The successful offeror must maintain professional liability insurance with a $2 million limit and comprehensive general liability insurance with a $2 million limit.

The Town will conduct discussions with two or more qualified offerors before selecting finalists for negotiations, beginning with the highest-ranked firm. Evaluation criteria emphasize professional expertise, experience with similar projects, cost performance, qualifications of project personnel, proposed approach, integrity, compliance with public policy, and financial and technical resources. Proposals must include anti-collusion, debarment, and anti-discrimination statements along with evidence of Virginia professional registrations and licenses. Submissions should be directed to Joseph Butler, Town Manager, at 210 Main Street, Narrows, VA 24124 or jbutler@townofnarrows.org. The contract incorporates federal compliance obligations including equal employment opportunity, Title VI civil rights, fair housing, drug-free workplace, and immigration compliance requirements.
