About this opportunity
The Colorado Department of Education is requesting qualifications for architect/engineer services for HVAC, electrical, and energy upgrades at the Colorado Talking Book Library in Denver, with prequalification submittals due July 30, 2026 at 12:00 p.m. Colorado labor must constitute at least 80 percent of work performed under C.R.S. 8-17-101, and preference is given to Colorado resident vendors and Colorado-based labor.
The scope covers design services for a controlled maintenance renovation of the 25,818 square foot facility constructed in 1974, including replacement of eight rooftop HVAC units, ventilation system improvements, and modernization of lighting controls with building automation system integration. The Design/Bid/Build project delivery approach is anticipated with single-phase construction completion. Design services span pre-design, schematic design, design development, construction documents, bidding, contract administration, and post-construction phases. Post-construction services include coordination of an ASHRAE Level II Energy Audit to validate system performance and identify optimization opportunities.
The total project budget is $1,179,689, with a fixed construction cost limit of $845,164. Compensation will be negotiated fees with reimbursable expenses capped at a specified amount. The project is subject to Colorado's Buy Clean Colorado Act, requiring Environmental Product Declarations for eligible materials.
Vendor questions are due July 14, 2026. Short-listed firms will be announced by August 20, 2026, with oral interviews on August 26, 2026 and award announcement by August 27, 2026. Contract execution is anticipated no later than November 5, 2026. Respondents must acknowledge receipt of all addenda and agree to the terms of the sample Architect/Engineer Agreement without material reservations prior to selection. No site visits or bidders' conferences are specified during the RFQ phase.
