About this opportunity

Mt. Hood Community College issued a Request for Qualifications (RFQ) on May 18, 2026, to establish a qualified pool of professional service consultants supporting a $136.4 million facility bond program approved by voters in May 2025. The College seeks to procure eight categories of specialized professional services: Site Surveying, Geotechnical Investigation, Exterior Envelope Consulting, Commissioning of MEP systems, Special Inspections and Testing, Hazardous Materials Surveying and Testing, Civil Engineering, and Permit Expeditor/Permitting Specialist Services. Statements of Qualifications must be submitted electronically to procurement@randcmanagement.com by June 11, 2026, at 2:00 p.m. Pacific Time, with technical questions due by June 6, 2026, at 5:00 p.m. Selection will be based on five equally weighted criteria (20 points each for a maximum of 100 points): Proposed Staff with resumes and workload capacity, Relevant Experience including firm history and three project profiles, Local Experience documenting work with local jurisdictions, References comprising nine total references (three owner, three design team, and three contractor), and Hourly Rates covering all labor costs and reimbursable expenses. Proposals must not exceed 20 pages with resumes submitted as a separate appendix of up to five additional pages. The College anticipates professional services will commence in summer 2026 and continue through December 31, 2030, with notifications of results expected by June 25, 2026. The College may award up to two qualified firms for each professional service discipline.

The RFQ does not specify set-aside designations or restrictions limiting responses to particular organization types, disadvantaged enterprises, or minority-owned businesses. No incumbent vendors or current contractors are identified in the procurement document. The consulting services agreement requires all selected firms to maintain comprehensive general liability, automobile liability, errors and omissions, and workers' compensation insurance with minimum coverage of $2 million per occurrence and $3 million aggregate. Additionally, all Consultant employees who may have unsupervised contact with students must undergo criminal background checks at the Consultant's expense. Rather than requesting formal fee proposals, the College will establish a master retainer list of hourly rates from which fees will be solicited as individual renovation and capital improvement projects are defined across multiple campus locations. The College reserves the right to reject any or all proposals and waive irregularities as deemed appropriate.
