About this opportunity
The Virginia Department of Health's Office of Health Equity is soliciting bids for technical support to the Advisory Council on Health Disparities and Health Equity under a Quick Quote, with bids due October 30, 2026, at 5:00 p.m. EST through the eVA portal. The solicitation carries a set-aside award priority for DSBSD-certified micro businesses (up to $10,000) and small businesses (up to $100,000), with award to the lowest responsive and responsible bidder if the agency determines the price is fair and reasonable.
The work supports the Council's one-year strategic initiative for 2026–2027 across four focus areas: Data and Measurement; Communications, Trust, and Community Partnership; Health Care Access and Quality; and Structural and Social Drivers of Health. Required services include project management and coordination, targeted research and analysis, stakeholder engagement, development and prioritization of recommendations, and a comprehensive final recommendations report. The contractor must attend in-person Council meetings and support activities defined in the approved work plan. Background checks may be required for contractor staff at $50.00 per check, payable by the contractor. The listed jurisdictions are Richmond City and Roanoke City, Virginia.
Pricing is a total sum, with monthly payment upon invoice under Virginia's Prompt Payment Act, and a single purchase order will be issued with applicable eVA transaction fees assessed. The contract period runs October 30, 2026, through October 29, 2027, with one optional one-year renewal by mutual agreement. Bids must remain valid for 60 days. VDH may cancel without penalty on 60 days' written notice, and the contractor may terminate without penalty after the initial 12 months on 60 days' written notice. The solicitation is subject to the Virginia Vendors Manual and Commonwealth procurement laws, including anti-discrimination, ethics in public contracting, immigration compliance, and drug-free workplace requirements.
