About this opportunity
The State of Maine Department of Administrative and Financial Services, Office of State Procurement Services, acting on behalf of the Department of Inland Fisheries & Wildlife, is requesting quotations for approximately 2,000 adult ring-necked pheasants to support the state's public hunting season under RFQ 09A 260708-005, with quotations due July 22, 2026 at 4:00 p.m. Eastern Standard Time. The resulting award will be a Master Agreement permitting all state agencies to purchase the specified birds as needed, with an initial term from August 1, 2026 through June 30, 2027, renewable for four additional one-year periods through June 30, 2031.
Birds must be fully feathered with tail feathers averaging at least 8 inches, a minimum 50% male sex ratio, weights of at least 2.5 lbs for males and 2.0 lbs for females, and must originate from flocks certified by a veterinarian as negative for pullorum and typhoid with no evidence of West Nile Virus, tuberculosis, or other infectious diseases for six months prior to delivery. The first delivery of at least 700 birds must occur before September 26, with subsequent stockings scheduled for the first and third Sundays of October, preferably before 9:00 a.m. at two designated locations: the Wells Transportation Facility/Amtrak Station near Maine Turnpike Exit 19 and the Cabela's parking lot in Scarborough.
Bids must be priced FOB Destination on a per-bird unit basis with all shipping charges included. The bidder bears responsibility for goods until the State takes possession at the delivery location. Bid prices must remain firm for a minimum of 180 days from bid opening and guaranteed for at least one year of the initial contract term, with any price adjustments requiring 60 days' advance notice and supporting manufacturer documentation. The State reserves the right to make one award to the lowest-priced qualified bidder, multiple awards, or no award. Any dead, injured, or missing birds must be replaced by the vendor at no additional cost prior to final release of the hunting season. Quotations are submitted through the State of Maine's AdvantageME Vendor Self Service system. Questions may be submitted through the VSS Q&A List tab up to 48 hours prior to the closure date.
