About this opportunity
The Palm Beach County Board of County Commissioners, in conjunction with the Florida Department of Elder Affairs and the Area Agency on Aging of Palm Beach/Treasure Coast, Inc., is seeking qualified providers to deliver Adult Day Care and In-Facility Respite services through a federally funded term contract solicitation. The procurement encompasses therapeutic social, health, and respite care activities delivered to functionally impaired elderly clients, with services divided into two geographic lots: Lot #1 covering countywide areas excluding the Glades region, and Lot #2 serving Belle Glade, South Bay, Pahokee, and Canal Point. Qualified bidders must hold current Adult Day Care licensure from the Agency for Health Care Administration, maintain a minimum one-to-six staff-to-client ratio with CPR-certified staff, provide transportation and meals compliant with dietary guidelines, and comply with Level 2 background screening requirements for all direct service providers. Pricing shall be submitted on an hourly rate basis for years one through five, with bids evaluated based on the total five-year offer. The sealed proposal deadline is May 5, 2022, at 4:00 p.m., submitted to the Palm Beach County Purchasing Department at 50 South Military Trail, Suite 110, West Palm Beach, Florida, with a non-mandatory pre-bid conference scheduled for April 19, 2022, at 10:00 a.m. The contract will be awarded on a lot-by-lot basis to a minimum of two lowest responsive and responsible bidders, with an initial twelve-month term and four optional renewal periods.
The solicitation does not specify set-aside designations or restrictions limiting organizational types; however, bidders must meet comprehensive federal compliance requirements including nondiscrimination certifications, debarment and suspension clearances, drug-free workplace certification, and data integrity compliance for federal award information systems. Successful contractors must provide Commercial General Liability insurance of $500,000 per occurrence, Workers' Compensation coverage, and Professional Liability insurance of $500,000. No incumbent vendors or current contractors are identified in the solicitation materials. The anticipated contract value is $208,359 over the initial twelve-month period, though the county reserves the right to increase or decrease expenditures based on actual service requirements. Federal funding is provided through the Florida Department of Elder Affairs via the Area Agency on Aging of Palm Beach/Treasure Coast, Inc., and the contract is contingent upon annual appropriations and mutual written agreement between parties.
