About this opportunity
Palm Beach County's Purchasing Department, through the Division of Senior Services (DOSS), issued Invitation for Bid #16-028/KM on March 17, 2016, for Adult Day Care/In-Facility Respite services with a bid submission deadline of April 14, 2016, at 4:00 p.m. A non-mandatory pre-bid conference was scheduled for April 6, 2016, at 2:00 p.m. This term contract procurement seeks to establish therapeutic social and health activities for functionally impaired elderly clients in a protective, community-based environment, as well as facility-based respite care for primary caregivers across two geographic lots: Lot 1 covering West Palm Beach, Palm Beach, Century Village, South Palm Beach, Lake Clark Shores, Royal Palm Beach, Wellington, Greenacres, Loxahatchee, Lake Worth, and Lantana; and Lot 2 covering Belle Glade, South Bay, Pahokee, and Canal Point. The contract term is twelve months with four optional twelve-month renewals, and bids will be awarded to a minimum of two responsive, responsible bidders to allow eligible clients to select their preferred provider or enable case managers to assign services to the lowest-priced awardee. Successful bidders must hold current Adult Day Care licensing from the Agency for Health Care Administration in compliance with Florida Statutes Chapter 435, maintain required staff qualifications with appropriate training and background screening, and comply with all regulatory requirements. Services will be authorized through electronic prescriptions generated by DOSS and billed via a mandatory secure portal website, with an hourly rate not to exceed $8.38 per hour.
The solicitation implements a 15% Small Business Enterprise (SBE) participation goal applicable to all bidders. Bidders must maintain comprehensive insurance coverage, including Commercial General Liability of $500,000, Business Auto Liability of $500,000, Workers' Compensation per Florida Statute Chapter 440, and Professional Liability of $500,000. The anticipated contract value is $278,000 over the initial twelve-month term, with funding derived from federal, state, and local appropriations designated for eligible senior services. The procurement is open to qualified providers meeting the specified licensing, staffing, and operational requirements, with evaluation based on responsiveness, responsibility, and compliance with all stated specifications outlined in Attachments A through M of the solicitation documents. No incumbent vendors or existing contractors were identified in the available documentation, though prospective bidders must demonstrate qualification through references, current licensing credentials, and documented staff qualifications meeting all training and background screening requirements established by the state.
