About this opportunity
The County of Tuolumne's Behavioral Health Department is issuing Request for Proposal RFP-2025-0121 to procure Adult and/or Youth Early Intervention services from qualified individuals, private organizations, and public organizations. The County intends to award multiple contracts to successful applicants to provide early intervention programs designed to prevent mental illness and substance use disorders from becoming severe and disabling while reducing disparities in behavioral health. Proposers must address one or more priority areas including childhood trauma intervention, early psychosis and mood disorder detection, outreach and engagement strategies, culturally responsive interventions, and equity advancement initiatives targeting ages 0-17, 18-24, and/or 25 and older. Key deliverables include detailed fee or rate sheets covering administration costs, staff time, material costs, travel expenses, and other anticipated costs, along with mandatory quarterly and year-end reports containing participant data, demographics, outcomes, and barrier identification. Evaluation criteria are scored on a 100-point scale consisting of Scope of Services (30 points), Past & Present Performance and References (15 points), Staffing & Organization (25 points), and Budget (30 points). The initial contract term is three years with potential extension for three additional one-year periods contingent upon adequate funding, demonstrable success, continued need, and contractor willingness to modify services as needed. Critical deadlines include submission of questions by April 15, 2026, proposal submission by 5:00 PM on April 22, 2026, proposal review on April 29, 2026, contract award anticipated May 1, 2026, protests due by May 15, 2026, and contract execution by July 1, 2026.
Specific employment restrictions apply to this procurement: current County employees are prohibited from contracting with the County while in active employment status and must separate from employment prior to contract award, and CalPERS retirees are ineligible if the proposed work is the same or similar to work they performed as active employees. No County time is permitted for preparing responses to the RFP. Contractors must procure and maintain comprehensive insurance coverage including Commercial General Liability of $2,000,000 per occurrence, Automobile Liability of $1,000,000 per accident, and Workers' Compensation with Employer's Liability of $1,000,000. Funding is contingent upon County budget appropriations, and the County reserves the right to reject any or all proposals, negotiate modifications with the highest-ranked proposer, or terminate negotiations and proceed to the next-ranked proposer. The agreement template indicates that contractor compensation shall not exceed a specified amount per fiscal year with hourly rates to be detailed in a separate exhibit, though specific funding amounts or budget ranges are not detailed in the RFP documentation. All services must comply with federal, state, and local laws regarding confidentiality, non-discrimination, prevailing wages, and other applicable regulations, and either party may terminate the contract with 60 calendar days' written notice.
Opportunity text
The County of Tuolumne, through its Health & Human Services Agency, Behavioral Health Department, hereinafter referred to as the "County," is requesting proposals from qualified individuals and private and public organizations interested in providing Early Intervention programs for adults and/or youth that are designed to prevent mental illness and substance about disorders from becoming severe and disabling and to reduce disparities in behavioral health.
The County intends to award several contracts to multiple successful applicants to this RFP.
California law and federal law provide specific employment restrictions for retirees and/or current County employees that desire to contract with the County.
For CalPERS retirees: if the work you will perform as a contractor is the same or similar to work you performed as an active employee or is work that is performed by active employees, it is most likely subject to the PERS retired annuitant restrictions, meaning the contract relationship is disallowed and the County will not be able to enter into a contract with you.
For current County employees: California and federal law prohibit a current employee from contracting with its employer while being an active employee. If an employee is interested in becoming an independent contractor, the employee must consider separation from employment with the County; however, should the employee retire, he/she may be subject to the CalPERS retired annuitant laws. Should a current County employee respond to a RFP while in active employment status, the employee must separate from employment prior to award of the contract.
No County time is allowed to be used to prepare for or work on a response to a County RFP.
