About this opportunity

The City of New Haven, Connecticut is soliciting proposals for comprehensive administrative services to support the New Haven Civilian Review Board (CRB), a municipal oversight body responsible for reviewing police conduct and ensuring transparency and accountability in law enforcement practices. The procurement encompasses operational support including meeting scheduling, agenda preparation, and minute documentation; regulatory compliance with applicable law enforcement oversight standards; data management for complaint intake and database maintenance; public engagement through forums and community outreach; resource development including grant research; and training coordination for CRB members. The selected vendor must provide qualified personnel with administrative services experience, conduct background checks on staff, maintain regular communication with CRB members, and deliver services on-site or remotely no fewer than three days per week with an estimated workload of less than 20 hours per month. Required deliverables must be submitted within established deadlines, and the vendor must comply with all local, state, and federal regulatory requirements. The proposal evaluation criteria allocate 20 points each to five categories: experience and qualifications, completeness and clarity of approach, pricing competitiveness, references and feedback, and adherence to scope of work. The question submission deadline is April 28, 2026, at 5:00 p.m., with proposals due by May 12, 2026, at 11:00 a.m. The initial contract term is one year with two optional one-year renewal periods subject to the Purchasing Agent's approval.

All proposers must comply with the City of New Haven's Living Wage Ordinance if the contract exceeds $25,000 annually, requiring payment of no less than the City's established living wage rate to all employees providing labor or services. Proposers must provide proof of insurance including General Liability with $1,000,000 per occurrence limits, Auto Liability with $1,000,000 combined single limits, Professional Liability with $1,000,000 limits, and Workers' Compensation at statutory limits, with the City named as an additional insured on all applicable policies. All proposals must include a notarized Disclosure and Certification Affidavit, current workforce demographic information, statement of qualifications, tax identification number, and evidence of compliance with the City's Equal Employment Opportunity, Ban the Box, non-collusion, and non-arrearage requirements. Pricing must be submitted separately from the technical proposal and must include all costs associated with service delivery, including personnel time, materials, supplies, travel, lodging, and incidental expenses, with the City providing no separate reimbursement for costs not included in the proposal. No specific contract award value is disclosed in the procurement documents; however, if ARPA (American Rescue Plan Act) funding is utilized, indirect costs are capped at 10 percent of the total awarded amount, and all ARPA funds must be obligated by December 31, 2024, with expenditure completion required by December 31, 2026. The City reserves the right to reject all proposals and cancel the project at any time.
