About this opportunity

The Newnan Urban Redevelopment Agency (NURA), in partnership with the City of Newnan, Georgia, is seeking a consulting firm to provide administrative and related grant services for the Chalk Level Area Housing Rehabilitation program. The procurement is focused on comprehensive grant administration services for a HUD Economic Development Initiative-funded project targeting housing rehabilitation in the city's designated target area. Specific services include preparing environmental review records, managing draw/disbursement requests, providing financial administration assistance, supporting public hearings, assisting with property acquisition, preparing bid documents, ensuring Davis-Bacon labor compliance, and managing close-out documentation. The program aims to rehabilitate approximately 25 homeowner-occupied properties, with proposals evaluated based on consultants' knowledge of guidelines, years of experience, project completion capacity, past performance, references, and fee structure. Key procurement dates include a registration deadline of November 18, 2025, at 2:00 p.m. EST, proposal submissions due on December 3, 2025, at 2:00 p.m. EST, with a targeted firm selection date of December 10, 2025, and a project completion timeline extending through September 2031.

The procurement encourages participation from Section 3 Business Concerns and requires all contractors and subcontractors to possess a Unique Entity Identifier (UEI) registered through SAM.gov. Contractors must also comply with the Georgia Security and Immigration Compliance Act (E-Verify) and adhere to federal and state legal requirements. While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, the RFP indicates that proposals will be evaluated on merit rather than solely on price, with NURA reserving the right to select the proposal best meeting its needs, quality levels, and budget constraints. Proposals must be submitted in one original, one copy, and one digital copy to Andrew Moody, Special Projects Manager, at 25 LaGrange Street, Newnan, Georgia 30263. Although a specific budget range is not provided, the project is funded through the Department of Housing and Urban Development's Economic Development Initiative program and is designed to support housing rehabilitation for approximately 25 homeowners in the target area.
