About this opportunity

The Idaho Department of Administration is requesting quotes for year-round landscaping and snow/ice removal services at the Lewiston State Office Building, 1118 F Street, Lewiston, Idaho, under RFQ 1435, with quotes due October 13, 2026 at 5:00 p.m. Mountain Time.

Bidders must hold a valid Professional Pesticide Applicator License issued by the Idaho State Department of Agriculture — a mandatory qualification that filters eligible respondents. The contractor must provide all materials, labor, equipment, supplies, tools, and personal protective equipment at their own expense.

Scope includes weekly trimming, edging, weed control, pest control, pruning, and sprinkler system monitoring during business hours (8:00 a.m. to 5:00 p.m. Pacific Time, Monday through Friday), plus snow and ice removal before 8:00 a.m. on weekdays and weekends/state holidays when accumulation reaches specified thresholds. The contractor must report service discrepancies or site damage within 24 hours and manage all disposal costs. Monthly invoicing with detailed service documentation is required.

The initial contract term is one year with anticipated renewal options extending to a five-year total term upon mutual written agreement. Award will be made to the responsive, responsible bidder with the lowest Total Annual Cost. Pricing must remain firm for 90 days from solicitation close unless otherwise specified. A price adjustment of up to 15 percent over the life of the contract may be considered annually upon renewal with documented justification. Facility modification adjustments are available if modifications increase or decrease workload by more than 20 percent.

The contractor must maintain Commercial General Liability and Commercial Automobile Liability insurance with minimum limits of $1 million per occurrence/accident, and Workers Compensation and Employer's Liability insurance with $1 million minimum per accident. The State of Idaho must be named as additional insured. Certificates of insurance are due within five business days of award, and work cannot commence until proof is provided.

An optional facility walkthrough is scheduled for October 6, 2026, 2:00 p.m. to 3:00 p.m. Pacific Time; RSVP is required by 5:00 p.m. Mountain Time on October 5. Responses must be submitted electronically through Idaho's e-Procurement System (IPRO) and comply with Idaho Code sections regarding boycotts and state law governance.
