About this opportunity
The Florida Department of Environmental Protection (FDEP), Bureau of Design and Construction, is procuring services for the Dagny Johnson Key Largo Hammock Botanical State Park - Valois Canal Plug project in Leon County under DEP Bid No. BDC19-25/26. This is a construction/materials procurement requiring the supply and installation of rock materials that meet specific physical characteristics for canal plugging work at the state botanical park. The primary deliverable involves sourcing and providing rock materials that satisfy the engineering specifications outlined in Section 6.2 of the contract documents, with a minimum specific gravity requirement of 2.25; acceptable materials include granite (with specific gravity ranging from 2.6 to 2.8) and limestone, among other rock types meeting the physical property standards. All proposed rock sources must receive engineer approval prior to commencement of work, though no pre-approved vendor list is provided. Bidders are required to acknowledge receipt of Addendum No. 1 by signing the document and submitting it with their bid proposal to Alisha Sadler, Contracts Specialist, at the FDEP's Tallahassee office (3800 Commonwealth Boulevard, MS #520, Tallahassee, Florida 32399-3000). The bid due date is March 3, 2026, with the posting and addendum release date of February 19, 2026. Failure to include the signed addendum with the bid submission may result in automatic bid rejection.
The procurement documents do not specify set-aside designations, disadvantaged business enterprise restrictions, or other limitations on eligible bidders based on organization type or status. No incumbent vendors, current contractors, or existing integration requirements are identified in the available documentation. The contract documents, including all attachments and specifications referenced in the RFI responses contained within Addendum No. 1, remain in full force and effect, and all other terms and conditions of the original bid specifications apply. No specific award value or budget range is disclosed in the available materials for this procurement opportunity.

Signature of Contractor and Date
The following statements supersede & supplement the corresponding items in the specifications & drawings:
- Question: General Note 6.1, on Sheet CM-1.1, states that proposed rock sources must be approved for use by the engineer prior to commencement of work. Is there a pre-approved list of sources that are already approved by the engineer?
Answer: The rock source needs to meet the requirements on 6.2.
2. Question: General Note 6, on Sheet CM-1.1, does not specify the type of rock to be used. Is the rock granite, limestone, Cocina, or another type? The type of rock can dramatically increase the costs due to transportation of the material from its source.
Answer: The rock physical characteristics are shown in Section 6.2. For example, granite would have a specific gravity greater than the minimum required (minimum requirement for specific gravity is 2.25, granite would be at 2.6 to 2.8 depending on the quarry, this specific gravity is close to that of limestone).
In all other respects, the contract documents of which this is an Addendum, and attachments relative thereto, shall remain in full force and effect.
