About this opportunity
Dane County, Wisconsin is issuing a Request for Proposal (RFP) for actuarial valuation services to support compliance with Governmental Accounting Standards Board (GASB) Statement 75 requirements for other post-employment benefits (OPEBs). The County seeks a qualified actuary firm to determine actuarial accrued liability and annual required contribution for retiree health and dental insurance benefits covering approximately 2,800 active employees and eligible retirees. The scope of work includes two separate valuation reports: one analyzing the County's OPEB liabilities and a second analyzing the Public Health of Madison and Dane County (PHMDC), a joint agency between Dane County and the City of Madison. Deliverables consist of full actuarial valuations for years ending December 31, 2026 and 2028, and interim valuations for years ending December 31, 2027 and 2029, all submitted as a flat fee proposal. The RFP was released on April 21, 2026, with a questions submission deadline of May 19, 2026, and a proposal submission deadline of June 2, 2026, at 2:00 p.m. through the County's eProcurement Portal. The resulting contract will be effective upon execution and run through April 30, 2030, with no renewal options. Evaluation criteria include firm overview (10 points), firm experience (10 points), scope of services understanding (15 points), project approach (15 points), staff qualifications (10 points), cost (40 points), and local vendor preference (5 points).
No set-aside designations or restrictions limiting participation to disadvantaged enterprises or specific organization types have been identified in this procurement. The RFP does include a local vendor preference provision whereby proposers located within Dane County receive five bonus evaluation points, while those in adjacent counties receive two bonus points. No incumbent vendor or current contractor information has been disclosed. Proposers must submit references from similar governmental engagements, provide a W9 form, and obtain a Certificate of Insurance naming Dane County as an additional insured prior to contract execution. No specific budget range or award value has been published; pricing will be evaluated based on the flat fee submitted for the four-valuation package. The County reserves the right to reject any or all proposals and to negotiate contract terms with the highest-scoring proposer.
