About this opportunity
Palm Beach County Board of County Commissioners is requesting quotations for an actuarial study of the workers' compensation fund and casualty self-insurance fund under RFQ 26-0193R-DJ, with quotations due August 25, 2026 at 4:00 p.m. Palm Beach County local time and questions due August 18, 2026.
The RFQ is subject to the Small Business Development Ordinance, which grants preference to certified small businesses within ten percent of the lowest responsive, responsible bid. Local preference of five percent applies to quoters with permanent places of business in Palm Beach County; an additional five percent local preference applies to Glades-area quoters. The RFQ was revised July 22, 2026.
Quoters must submit responses on the County's designated Quote Response Form — responses on vendor letterhead are not accepted. Quotations must be authorized by company representatives with binding signature authority; unsigned responses will be rejected. Email submissions to David Juhe, Senior Buyer (djuhe1@pbc.gov) or PUR-PurchTeam2@pbc.gov are acceptable. Prices must remain firm for ninety days from submission and throughout initial and any subsequent contract terms.
All quoters and subcontractors must be registered in the County's Vendor Self Service system prior to contract award. Schedules 1 and 2 documenting subcontractors and subconsultants (designated as SBE-certified or non-certified) must accompany all quotations to be considered responsive when an API goal is required. Payment requests trigger submission of Schedules 3 and 4 documenting work performed and actual payments to subcontractors. Responses are subject to E-Verify employment eligibility verification, drug-free workplace certification, debarment and suspension certification, and federal, state, and local non-discrimination and ethics compliance. The contract is subject to annual appropriation and may be rejected in favor of lower-priced Florida state contracts. Quotations should be submitted to 50 South Military Trail, Suite 110, West Palm Beach, Florida 33415-3199.
