About this opportunity

Palm Beach County Board of County Commissioners, Procurement Department, is requesting quotations for an actuarial study of the Workers' Compensation Fund and Casualty Self-Insurance Fund under RFQ #26-0193/DJ, with quotes due August 7, 2026, at 4:00 p.m. Palm Beach County local time. Questions are due July 31, 2026, at 4:00 p.m.

Small Business Enterprise (SBE) certification and local-vendor preferences apply. Awards may favor SBE-certified vendors within ten percent of the lowest responsive, responsible bid. Local preference of up to five percent applies to vendors maintaining a permanent place of business in Palm Beach County or the Glades.

The procurement seeks qualified actuarial consulting services to conduct comprehensive studies and analyses of the County's two self-insurance funds. All quoters and subcontractors must be registered as vendors in the County's Vendor Self Service (VSS) system prior to contract award. Prime contractors must submit Schedule 1 identifying all subcontractors and subconsultants with SBE-certification status and dollar amounts or percentages of work. Additional subcontracting schedules (Schedule 2 or 2(a), Schedule 3 or 3(a), and Schedule 4) are required at various contract stages and with payment requests. Failure to complete and submit required schedules renders proposals non-responsive.

Pricing must be submitted as firm, fixed unit prices with no escalation clauses, remaining firm for ninety days from quote submission and for the initial and any subsequent contract terms. The contract is a term contract subject to annual County appropriations, with potential renewal options. Federal funds may be utilized, making applicable federal regulations binding on the selected vendor. The County will not reimburse sales taxes and will pay only after goods and services are received, accepted, and properly invoiced. Submit responses to Senior Buyer David Juhe at djuhe1@pbc.gov or PUR-Procure-Solicit@pbc.gov, or call (561) 616-6826.
